President, SLC Management
Steve Peacher is President of SLC Management, Sun Life’s institutional investment management business, which counts the General Account of Sun Life among its clients. Steve is a member of the Sun Life Executive Team.
Steve joined Sun Life in 2009 and has more than three decades of investment management and credit experience in North American and international markets. This includes extensive experience managing teams, portfolios and research across a wide range of assets and strategies, including public and private asset classes, derivative markets and liability-driven investing.
Steve’s portfolio of work includes Head of Fixed Income and Liquidity Strategies at Columbia Management and over 15 years at Putnam Investments where he rose to Managing Director and Chief Investment Officer of the Credit Team. Earlier in his career, Steve spent time in the investment banking division at Dean Witter Reynolds (now part of Morgan Stanley).
Steve holds a Bachelor of Science degree from the University of Virginia. He is a CFA Charterholder and a member of the Boston CFA society.
Head of Legal
Neil Blue is Head of Legal for SLC Management. Neil also serves as Vice-President and Associate General Counsel of our parent company, Sun Life
Neil leads a team responsible for providing proactive advice, expertise, support and leadership on legal matters to SLC Management and he played a major role in the creation, launch and/or acquisition of the institutional asset management businesses that now comprise SLC Management. Prior to 2014, Neil served as Assistant Vice-President and Senior Counsel, Sun Life Global Investments, where he helped to grow Sun Life’s retail mutual fund operations from less than $1B to over $24B of AUM in six years. In his current role, Neil and his 18-strong team collaborate with the legal team supporting Bentall Kennedy, SLC Management’s real estate investment management arm.
Prior to joining the Sun Life organization, Neil was the Associate General Counsel for another international financial services firm. Prior to that, he spent a number of years as an Associate at Blake, Cassels & Graydon LLP, a major Canadian law firm, where his practice focused on financial services, securities, corporate law and mergers & acquisitions.
Neil holds a law degree from Dalhousie Law School (now the Schulich School of Law) and a Bachelor of Arts (Honours), with a major in History from Queen’s University.
Chief Investment Officer, Sun Life &
Head of Insurance Asset Management, SLC Management
Randy Brown is Chief Investment Officer for Sun Life and Head of Insurance Asset Management for SLC Management.
Randy joined Sun Life at the start of 2016 and has more than three decades of investment management expertise at highly-respected global financial firms. Randy has held senior roles at Deutsche Asset & Wealth Management, most recently as Global Head of insurance and Pension Solutions and as Head of Asset and Wealth Management for the UK region.
Previously, he was Co-Chief Investment Officer of Deutsche Asset Management, responsible for a global investment staff of 750 and total assets of $1.2 trillion. Before the integration of Deutsche’s asset management and wealth management businesses, Randy was the head of its investment operations managing money for insurance companies, with more than $200 billion of assets under management.
Randy’s portfolio of work also includes senior roles in portfolio management at BlackRock and Morgan Stanley & Company and Salomon Brothers.
Randy holds Bachelor of Science and Master of Engineering degrees, both in Electrical Engineering, from Cornell University. He also earned an MBA from Cornell University's Johnson Graduate School of Management, where he was a Lester B. Knight Scholar.
Head of Human Resources
Amy DeAngelo leads the human resource development function for SLC Management’s global business
Amy joined SLC Management in 2018 and has over 20 years of experience leading human resources teams in the financial services industry. In her current role, she is responsible for developing and executing strategies related to people and leadership that support the attraction, development, engagement and retention of talent within the firm.
Amy’s portfolio of work includes Vice-President, Human Resources for TD Bank, leading human resources for the U.S. Securities business based in New York, and Head of Human Resources for the Global Wealth Management Business based in Toronto. Amy has held positions of increasing responsibility in organizations such as Bank of America, MF Global, Lazard Asset Management and UBS Warburg.
Amy holds a Master of Professional Studies (MPS) from the Cornell University School of Industrial Labor Relations and a Business Administration degree from the New York State University College at Oswego.
Chief Investment Officer, U.S. Total Return Fixed Income
Richard Familetti is Chief Investment Officer, U.S. Total Return Fixed Income at SLC Management.
Richard joined Ryan Labs Asset Management, which now operates under SLC Management, in 2009. Richard has over 25 years of industry experience, and he most recently served as Ryan Labs Asset Management’s President and CIO. In his current role, he leads the portfolio management team who invest on behalf of SLC Management’s U.S. pension asset management clients. Richard and his team have extensive experience specializing in corporate credit and fixed income asset allocation. They cover all sectors of the fixed income markets employing a combination of fundamental and technical analysis.
Richard’s portfolio of work includes senior portfolio management positions at Halbis Capital Management, Calyon Bank, Credit Suisse Asset Management (the result of the sale of a small, successful partnership called Brundage, Story and Rose, Investment Management), and Lazard Freres Asset Management.
Richard holds a B.A. from Hofstra University and an M.B.A. from Fordham University. He is a CFA Charterholder.
President, SLC Management Canada
Eugene Lundrigan is President of SLC Management in Canada.
Eugene joined Sun Life Investment Management in 2014, helping initially launch the firm in Canada. With 26 years of industry experience, Eugene helped evolve the business overseeing business strategy, product development, consultant relations and marketing, and helped transform the firm to its current state as SLC Management. In his current role, he leads the teams responsible for SLC Management’s institutional business in Canada. . They are responsible for business development, client service, finance and operations, and legal and compliance.
Eugene’s portfolio of work in financial services spans investments, investment governance, strategy and marketing. Following roles at the Bank of Canada, he joined Sun Life in 1997 and has held a range of senior level positions including Senior Managing Director of Canadian Public Fixed Income, and various leadership roles in wealth management, marketing and strategy in Asia. Eugene became head of the International Investment Centre that manages Sun Life’s relationships with investment managers around the world. Eugene currently sits on the Shaw Festival Board of Trustees and the Public Policy Committee of the Canadian Coalition for Good Governance.
Eugene has a Bachelor of Commerce from Carleton University and an MBA (Finance) from McMaster University. He is also a CFA Charterholder and member of the Toronto CFA society.
Head of Institutional Business
Tom Murphy drives the global business strategy for SLC Management’s institutional business.
Tom joined SLC Management in 2018 with 20 years of experience at Mercer where he most recently held the position of Senior Partner. In his current role, Tom leads the teams responsible for business development, consultant relations, client service, product development, and marketing for Canadian and U.S. insurance and pension asset management. Tom also oversees the International Investment Centre that manages Sun Life’s relationships with investment managers around the world.
Tom’s portfolio of work includes numerous leadership positions at Mercer including heading the U.S. Wealth Business, U.S. DC and Financial Wellness Business, and U.S. and European OCIO Businesses. During his time with Mercer, he worked in Ireland, the UK and the U.S. and served on their Irish, UK, European, North American and Global Executive Investment Leadership teams.
Tom graduated from University College Dublin with a degree in Economics and Statistics and subsequently qualified as a Fellow of the Institute of Actuaries. Tom also has an MBA from the Smurfit School of Business, Dublin Ireland.
Chief Investment Officer, Insurance Asset Management
Marc Tollefson is Chief Investment Officer, Insurance Asset Management for SLC Management.
Marc joined Prime Advisors, Inc. which now operates under SLC Management, in 2004, serving as a member of the senior executive team until 2018, when he was appointed President. In his current role, Marc oversees the investment activities for SLC Management’s insurance asset management clients in the U.S., which includes evaluating securities and constructing and administering portfolios.
Marc’s portfolio of work includes 35 years of securities trading experience in multiple markets, including municipals, corporates, U.S. governments, agencies, swaps, money markets and futures contracts. Marc managed long municipal portfolios for Quellos Fixed Income Advisors, and was Head Bond Trader with GE Financial Assurance, where he managed a group of corporate bond traders positioned in both high-yield and investment grade corporates and executed over $30 billion in trades.
Marc holds a B.A. in Business Administration from the University of Puget Sound.
Chief Financial and Operating Officer
Marlene Van den Hoogen is Chief Financial and Operating Officer for SLC Management.
Marlene joined SLC Management in April 2019 and has over 22 years of broad financial experience, primarily in leadership positions. In her current role, Marlene leads the teams responsible for financial management and reporting, the risk and control framework and the middle and back office operations across the firm. She is a strategic partner to the business, supporting the alignment of strategy and financial plans.
Marlene joined Sun Life in 2011 as Vice-President, Actuarial Reporting and Analysis, managing the presentation of actuarial management information for Sun Life globally. Most recently Marlene held the position of Treasurer and Head of Capital Planning for Sun Life, where she led the firm’s global capital planning and management function, capital market actions and treasury operations. She was also responsible for managing bank and rating agency relationships.
Marlene’s portfolio of work also includes Vice-President and Chief Risk Officer for BMO Insurance. Marlene also held senior roles at TD Insurance, and Tillinghast-Towers Perrin.
Marlene has a Bachelor of Commerce with a major in Finance from Queen’s University and has a Post Degree Diploma in Actuarial Science from the University of Waterloo. She is a Fellow of the Canadian Institute of Actuaries as well as a Fellow of the Society of Actuaries.
